Driver CPC records: 35 hours, 5 years, and who is actually tracking them

The rule is simple. The bookkeeping is not. #

Thirty five hours over five years sounds like something a spreadsheet handles. What makes it awkward in practice is that every driver is on their own five year cycle, running from their own date, with their own hours already banked, at their own pace. A fleet of twenty drivers is twenty independent countdowns with no shared renewal date and no natural prompt.

That is why so many transport offices end up with the list on a wall, or in a spreadsheet somebody remembers to open. It is not a difficult calculation. It is a calculation that has to be redone every time a driver completes a course, and nobody is reminded to redo it.

What changed in December 2024, and why it complicated the list #

GOV.UK sets out changes introduced from 3 December 2024, with further provision from 1 February 2025 for drivers returning to professional driving. The substance is a split between national and international Driver CPC:

There is also a route back. For a driver whose qualification has lapsed, GOV.UK describes a 7 hour return to driving module followed by 28 hours of other International Driver CPC training within 12 months. That is a fourth clock, on a driver who is already off the road.

Who holds the record, and who needs it #

This is the part that surprises operators new to the sector. The training record is the driver's. GOV.UK's check your Driver CPC periodic training hours service is a driver facing service, and the way an employer sees it is that the driver creates a temporary password so the employer can view their record. GOV.UK also advises contacting the training centre if completed training is not showing after 5 working days.

So the operator's internal list is a copy of somebody else's data, maintained by asking. It drifts the moment a driver books a course independently, changes employer, or completes training that does not post. Meanwhile the duty is unambiguous.

The driver must also carry the card while driving professionally.

The same pattern shows up in every sector that checks people #

A recurring qualification held by an individual, verified by an employer, expiring on a rolling date, is not a logistics problem. It is the same shape as compliance packs in recruitment and DBS checks in care. In every case the business is maintaining a shadow copy of a record it does not own, and the failure mode is always the same: the copy is right on the day it is made and quietly wrong a month later.
